золотовалютные резервы
Официальные централизованные запасы резервных ликвидных активов, которые находятся в распоряжении центральных банков и используются для международных расчетов, погашения внешних долгов, регулирования рыночных курсов национальной валюты и решения некоторых других задач. В золотовалютные резервы РФ включаются иностранные валюты (прежде всего доллар, евро и иные так называемые резервные валюты, например, швейцарский франк), а также металлическое золото. Кроме того, сюда относятся резервная доля страны в Международном валютном фонде (МВФ) и специальные права заимствования (СДР), эмитируемые МВФ. Основное назначение золотовалютных резервов – уравновешивание сальдо платежных балансов,, которое осуществляется через механизм валютных интервенций: если возникает дефицит платежного баланса, курс национальной валюты понижается, и когда он доходит до уровня, который считается государством предельно допустимым, центральный банк начинает продавать иностранную валюту в обмен на национальную, чтобы не допустить ее дальнейшего обесценения. При активном сальдо платежного баланса, напротив, банк покупает иностранную валюту на национальную, увеличивая объем золотовалютного резерва. Тем самым оказывается воздействие на объемы денежной массы: она сокращается в первом случае и увеличивается во втором. Таким образом, золотовалютные резервы это ключевое звено, которое является составной частью одновременно двух механизмов: внешнего валютного оборота и внутреннего денежного обращения и которое обеспечивает взаимодействие между ними.
